        Today, the rapid increase in the cost of higher education and its quality and reduced public support for universities and higher educational institutions around the world on the one hand and rapid technological advances and the needs of economic systems for scientific knowledge ,on the other hand, academic system is converted into knowledge industry.. Increased productivity at universities is dependent upon the amount of research and development done which in terms of theoretical principles is called institutional research. In recent decades, the most important Iran’s economic problem has been low investment in the creation of knowledge and promotion of productivity. It is desirable for Iran’s universities to become knowledge based. So IR is the most suitable approach to achieve this goal. While the unit of Institutional Research of the world's most prestigious universities is created to strengthen university-industry collaboration, , it has been neglected in Iran’s universities.         There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized. In this respect, it is required to develop and execute short and long term quality plans in line with NIS. Manuscript profile

        Higher education in Iran has faced with two important challenges after Islamic revolution. Firestone is the historical underdevelopment in quantitative expansion of higher education and the second is rapid population growth, which caused high demand for enhancement of higher education. Of course, other factors such as cultural context and lack of job opportunities for secondary school graduates had also have played important role in demand for providing more places for university applicants. This situation caused the quantitative expansion of higher education to be considered as the first priority of the Ministry of Science, Research and Technology. Foundation of Payame-Nour University (distance learning), private higher education institutions, Islamic Azad University, e-learning courses, evening courses and joint diplomas with International universities were among higher education policies in recent years. As a result students’ population increased from 150,000 in 1978 to 3,500,000 in 2008. In Particular, increase in the post graduate studies, besides human resources development caused a great advancement in the research status of the country. There is no doubt that quantitative expansion of higher education in Iran is one of the most glorious achievements after the revolution, but at the same time along with expansion of students’ population and diversification of higher education systems particular ,in private sector, the quality of higher education should be of main concern for policy makers in this sector.         This article presents the experiences of more than two years of scientific advisory responsibility in China, relying on universities and their relationship with industry. First, the history and development process of higher education as well as the scientific achievements of universities are presented on the achievements of universities. China's scientific capabilities and publications, and to some extent comparisons with the world, are discussed. Some of the scientific centers that play an important role in building China today and tomorrow, including the Chinese Academy of Sciences, are briefly described, and finally, the joint scientific activities between industry and academia, namely patents and joint papers.         The purpose of this research, which is a descriptive research with qualitative approach. Identification of agricultural entrepreneurship barriers in university education in Isfahan province. The statistical population consists of knowledgeable entrepreneurs from different fields of agriculture, which is estimated at 40. And all members were examined. Required data were collected through a semi-structured exploratory interview. Using content analysis strategy, 26 items were extracted. The categories were presented to the statistical population in a questionnaire and their degree of importance was asked based on the Likert spectrum. Then, using exploratory factor analysis, SPSS software was used to identify the variables. The KMO value was 0,829 and the value of the Bartlett test was 3328.763 which was significant at 99%. The results of factor analysis showed that the total variance explained by the five factors extracted from the studied items was 69.221%. In this research, motivational and attitudinal barriers, structural barriers, educational barriers, economic and environmental obstacles and personality barriers were explained by 17.11%, 17.066%, 14.336%, 11.465% and 9.218% respectively Total variance was identified as the most important obstacles to agricultural entrepreneurship in university education.         Extensive environmental changes havecovered all political,economic,social,technologicaland environmentalsystems.Meanwhile, the science and technology system ingeneral and thehigher education anduniversitysystem in particular have been subjected tofundamental changes.Based on the available evidence,it can be said that the level and depth of higher education and university developments will increase in the future.Therefore,future research of higher education and university and predicting future scenarios and preparing tools and solutions to face the future is oneof the important tasks of policy makers,leadersand experts of higher education.Among a variety of factors and drivers,digital transformations have significantly changed the role of universities to shape a more open higher education system.In this view,education becomes accessible to all people who can benefit from it. Based on the research of Lubke et al.(2020),this article seeks a more detailed analysis of the upcoming developments in higher education until the end of the current decade.In this article,five presuppositions,including the perspective of unexperienced innovation,the perspective of transfer and modernization through digitalization,the perspectiveof realism,the perspective of the learner,and the perspective of diversity in higher education,are determined as basis for searching for future higher education concepts.Future scenarios show the necessity of universities moving towards digitization and following the smart university model. According to the changes in the labor market,it will be necessary to redefine and reorganize the higher education system based on these changes.Digitization should be established at different levels of the university and systematically developed in the form of a digital society.Graduates' career paths will vary,and a pre-defined same careerpath cannot and should not be consideredfor graduates.
